ROSA TENORIO

Abductor

DOB: Feb 26, 1972

Sex: Female

Race: White/Hisp

Hair: Brown

Eyes: Brown

Height: 5'0" (152 cm)

Weight: 120 lbs (54 kg)

Andrea was abducted by her non-custodial mother, Rosa Tenorio. A felony warrant for Custodial Interference was issued for the abductor on December 7, 1999. They may have traveled out of the state. Andrea has a birthmark in the middle of her forehead. She also has a lazy right eye and her right knee turns inward. The abductor may be using the alias first names Rosita or Guadalupe and the alias last name Minor. The abductor may have cut her hair or dyed her hair another color.

   Andrea has been missing since October 5, 1999. Her birth mother is Mexican so it is possible that she may be in Mexico however, the Mexican authorities have not located Andrea or her Mother. The mother is very experienced with crossing the border illegally and has done so in the past along with other members of her family. The mother, Rosa, lost her legal resident card because she did not renew it with the state dept. (the police told us this) So if she is in the USA, its illegally. She had threatened to let strangers raise the baby because she didn't want a "gringa" as the child's stepmother. My husband has had sole custody since his divorce. Rosa is most comfortable with Mexicans and factory jobs. There was a sighting of Andrea in New Jersey and most recently Hartford, CT. Andrea is old enough to start school. If anyone has seen her, please contact the FBI or National Center for Missing and Exploited Children.

Hi Lucy,

I'm glad you made it here! Welcome to the forum. I'm looking for updates on Andrea's case but so far I'm not finding any.
Sounds like Rosa may be in Mexico with Andrea?

Do the Mexican authorities have any information on Rosa's family you could use for tracing her?
I'll be praying for Andrea to be found, I hope she is ok.

   The updates don't seem to make it to her file at NCMEC. She was last seen in hartford, ct by my brother-in-law. The police could not locate her. The FBI was busy with terrorism to worry about "a little girl traveling with her mother". The New Haven Police have closed her case and told us to file a missing person's report in MEXICO. (Which everyone knows you can't do) These cases become very messy when law enforcement are not aware of the laws and rights of victims. In this case, We had to educate the New Haven Police about the Kidnapping Prevention Act which made parental kidnapping a crime. At first they really weren't going to do anything.They told us that no laws were broken. We need national education of kidnapping laws and the rights of left behind parents and victim children. For example, no one told us that when the judge ordered that noone could remove Andrea from the country, that order is not filed with immigration or international airports. Its up to you to fill out the necessary paperwork and file legal copies of the court order in order for it to actually work! That's just one example of the need for education all the way around.
