Search for girl, 7, may be expanded

By Jace Radke

LAS VEGAS SUN

Sunday night Ramon Rodriguez sat in his living room surrounded by family and friends as he watched
home videos of his 7-year-old daughter, Karla, who has been missing since Wednesday.
The tears rolled down Rodriguez's face as he watched his smiling
7-year-old daughter ride her bike in a video from July.

"It breaks my heart to see this," Rodriguez said. "I want to see my daughter here. I just need my
daughter back."

The search for Karla Rodriguez may be widened this week after crews of volunteers and Metro
Police officers searched unsuccessfully for her through the weekend.

Karla was last seen playing with friends about 7 p.m. Wednesday in the 700 block of Bonita
Avenue, northeast of the intersection of Sixth Street and St. Louis Avenue, police said after
interviewing neighbors.

"We have no new leads at this point," Metro Police Detective Gary Sayre said Sunday evening. "We're
doing a lot of office interviews and trying to update what we know.

Police know that Karla's mother walked her daughter about halfway to John S. Park Elementary
School, 931 Franklin Ave., about 7 a.m. Wednesday from their home in the 700 block of St. Louis near
Bonita.

Park Elementary School officials said that Karla did not report to school Wednesday morning. Police
say that when Karla did not return home Wednesday night her parents thought she was staying at a
friend's house. She was not reported missing until Thursday morning. "We have waited 96 hours
for her," Ramon Rodriguez said Sunday as he watched yet another home video.

About 30 family members and friends gathered Sunday night at the Rodriguez home, which lies east
of Las Vegas Boulevard in the shadow of the Stratosphere tower.

Candles with the likeness of Jesus Christ on them are lit on a small table in the living room that is also
crowded with pictures of Karla.

Rodriguez said the table and the pictures help his heart, as he sat a few feet away, splitting his gaze
between his daughter playing on the television screen and the glowing candles.

"We are praying every hour that she comes home," Rodriguez said. "I can't sleep at night. I wait in
the door hoping she comes walking home."

As many as 20 volunteers and about 30 Metro officers and detectives have been working on finding
Karla.

"In the next few days we may expand our search area by at least a map grid in each direction around
the area of St. Louis and Maryland Parkway," Sayre said.

Karla was last seen wearing a black jacket, blue and white shirt, and red pants. She is 3 feet 6
inches tall, 50 pounds with wavy, shoulder-length black hair and brown eyes.

Anyone with information on Karla's whereabouts is asked to call police at 229-LOST or
contact Sayre at 229-2907.

Police turn attention to escaped killer in case of missing girl
By Glenn Puit
Review-Journal

Las Vegas police say they have contacted New Mexico authorities to see whether a convicted child
killer who escaped from prison there on Oct. 13 could have anything to do with the disappearance of
Karla Rodriguez.

They are also looking at a Monday incident in the 2500 block of North Rainbow Boulevard in which a
man enticed an 11-year-old girl into his vehicle then held her against her will.

Karla, a 7-year-old Las Vegas girl, disappeared without a trace from her neighborhood near Sahara
Avenue and Maryland Parkway on Oct. 20. Despite an extensive search, she has not been found, and
police are at a loss to explain what happened.

Police Lt. Tom Monahan said detectives contacted New Mexico authorities this week about the
escape of Kyle Bell, 32, who escaped from a prison transport bus in Santa Rosa, N.M. According to
the Albuquerque Journal, Bell was sentenced in September to life in prison for the murder of Jeanna
North, 11, who disappeared in Fargo, N.D., in June 1993 while skating near her home.

Authorities said Bell molested the child, killed her, then tied her body to a cinder block and dumped
her in a river. He was also previously convicted of molesting two other young girls.

Monahan cautioned that so far there is no evidence to indicate Bell has even been in Las Vegas, but
the timing of the escape combined with Karla's disappearance has caught the attention of
detectives.

"None of these facts have slipped our minds," Monahan said. "We have no reason to believe he has
been here, but the circumstances certainly raise a red flag. We know sex offenders are need-driven
and are prolific offenders, so it would be foolish for us not to consider it."

The man in the North Rainbow incident, who was driving a mid-'80s tan Cadillac with a sun roof,
forced the girl to expose herself and took photographs, Monahan said. The girl was then released.

"These are some of the hundreds of possibilities we are considering, but in both cases, so far we
can't rule them out," Monahan said.

Police have distributed a composite sketch of the suspect in the attack on North Rainbow in the hope
someone might recognize him.

They have also been questioning known sex offenders who live in or near Karla's neighborhood.

This weekend, police will conduct an extensive search of Karla's neighborhood for a third time.

On Wednesday, police announced a $25,000 reward has been offered for information on the girl's
whereabouts.

Associated Press
FOND DU LAC - A convicted child killer from North Dakota who escaped from a prison transport bus in
the Southwest two weeks ago was seen in Fond du Lac with a woman companion two days later,
police said Wednesday.

Kyle Bell, 32, who escaped Oct. 13 at Santa Rosa, N.M., had been sentenced to life in prison in
September and was being taken to a super-maximum prison in Oregon at the time.

Fond du Lac police said FBI officials contacted the department about Bell, and it was determined he
had been in the city Oct. 15, but he had not been seen again since then. As of Wednesday night,
police reported no new leads on his whereabouts.

Bell was sentenced in September to life in prison for the murder of Jeanna North, 11, a neighbor in
Fargo, N.D., who disappeared in June 1993 while skating near her home. Authorities said he molested
the child and killed her when she threatened to tell her parents.

In a 1996 statement prosecutors were not allowed to use at trial, Bell told investigators he tied the
girl's body to a cinderblock and dumped her in a river.

At the time he was charged in her disappearance, he was serving a 40-year prison term for molesting
two young girls.

Bell escaped in New Mexico when the bus stopped at a truck stop next to Interstate 40. Guards
didn't realize he was gone until they got to St. Johns, Ariz., some nine hours later.
Bell apparently used a handcuff key hidden in his shoe to unlock his shackles and handcuffs, then
escaped through a ventilation hatch onto the bus roof and slipped away as the bus pulled off,
officials said.

The state of North Dakota and TransCor America Inc., the inmate transportation company, put up a
$50,000 reward for his capture.

He is described as 5-foot-11 with blond hair and green eyes, although his hair had been colored
brown. He has several tattoos, including a black panther on the left biceps and a grim reaper on the
right biceps.

The woman is described as about 5-foot-9, about 30 years old , with blond hair and a chain tattoo
on her wrist.

Search for missing girl expanded to Mexico

By Jace Radke
November 05, 1999

Las Vegas, NV With 7-year-old Karla Rodriguez now missing for more than two weeks, Metro Police
are expanding the investigation into California and Mexico.

"The ground search portion of the investigation is pretty much completed," said Sgt. Al Salinas of
Metro's Missing Persons Detail. "The investigation is continuing with her extended family members in
California and Mexico."

Salinas said detectives are trying to make contact with all of Rodriguez's family members in an effort
to find new leads.

Rodriguez was last seen playing with friends about 7 p.m. on Oct. 20 in the 700 block of Bonita
Avenue, northeast of the intersection of Sixth Street and St. Louis Avenue.

Police know that Rodriguez's mother walked her daughter about halfway to John S. Park Elementary
School, 931 Franklin Ave., around 7 a.m. on the morning of Oct. 20 from their home in the 700 block
of St. Louis.

The missing girl has many relatives in Mexico and it is a long process trying to locate them all, Salinas
said.

"Some of her relatives are deep into Mexico, and although we've had no problems with Mexican
authorities things move a little slower down there," Salinas said. "The FBI is also helping us in our
search and efforts to contact her family."

Investigators are not giving up hope and are still confident Rodriguez can be found, Salinas said.

"Of course, if she continues to go unfound and we exhaust all leads, the investigation will slow down,
but I don't see that happening in the near future," Salinas said.

Search for 7-year-old LV girl continues, but takes bleak turn

Nearly four months after the disappearance of 7-year-old Karla Rodriguez, police continue to dutifully
maintain that the girl might somehow be OK.

"We are still hoping she is alive and well someplace," said Las Vegas police Lt. Tom Monahan. But
police actions in the case would appear to tell a different story. Monahan acknowledged that the
investigation into the girl's disappearance has focused recently on trying to determine whether any
unidentified dead children across the country could be Karla.

"It is a morbid and unfortunate circumstance, but now we have to look at the unidentified dead
bodies nationwide," Monahan said.

Karla disappeared without a trace from her neighborhood near Sahara Avenue and Maryland Parkway
on Oct. 20. Police said the last sighting was by her mother as she walked the girl halfway to Park
Elementary School, 931 Franklin Ave., at 7 a.m. A young boy has said he saw Karla playing later that
evening, but police have said they cannot confirm that account. An extensive hunt for Karla in Las
Vegas turned up nothing.

Child safety experts say the likelihood increases that foul play is involved with each day that passes.
Police have scrolled over lists of convicted sex offenders and interviewed several who live in Karla's
neighborhood.
Police have tried to match the case facts with other child disappearances throughout the Western
United States, but no new leads have developed. Police have contacted every known family member
and relative of the girl. They provided no valuable information to detectives.

A $25,000 reward has not helped develop any meaningful tips, Monahan said. Two detectives are
working the case, but they are working on others as well. "Hundreds of other people are reported
missing in this valley every year, and we can't ignore those cases," Monahan said.

Anyone with information on Karla's whereabouts can call police at 229-LOST or Secret Witness at
385-5555.

Living on hope
Slain teen's parents reach out to Rodriguez family

October 29, 1999
By Kim Smith

LAS VEGAS SUN

Hang in there. That's the message Ken and Susan Rainey want to give the parents of missing
7-year-old Karla Rodriguez.

The Raineys know only too well the agony the Rodriguez family is going through. They themselves
wondered for three years what happened to their son, Mike Rainey, 14, who disappeared in 1996.

They hope the Rodriguez story ends on a happier note. Mike Rainey's remains were positively
identified in August. He died of a gunshot wound to the head and his case remains unsolved.

"I would tell the Rodriguez family to keep praying and to keep looking, those are the only things that
are going to keep them sane," Ken Rainey said.

Karla Rodriguez was last seen Oct. 20 while she was playing with friends in the 700 block of Bonita
Avenue, northeast of the intersection of Sixth Street and St. Louis Avenue.

Police know Karla's mother walked her daughter about halfway to John S. Park Elementary School,
931 Franklin Ave., about 7 a.m. Wednesday, but school officials say she did not attend school that
day.

When Karla didn't return home Wednesday night her parents assumed she was staying at a friend's
house. She was reported missing Thursday night.

A massive search has been ongoing ever since, and the Raineys have been watching the TV news
with a lump in their throats.

The Raineys were two of six guests who spoke Thursday about missing children on the Sun's TV news
show, "POV Vegas." Joining them were Metro Police Lt. Brad Simpson, FBI Special Agent Henry
Schlumpf, Nevada Attorney General's Office Investigator Maria Emeterio and Clark County Deputy
District Attorney Doug Herndon.

Emeterio said approximately 9,000 children were reported missing in Nevada last year. More than
8,500 of them ran away from home, 500 were kidnapped by family members and three were abducted
by strangers.

All of the children who were taken by strangers were found and 390 of those taken by family
members were returned to their parents, Emeterio said.

Nationally, more than 1.2 million children were reported missing last year, Emeterio said.

Simpson and Herndon said there are a number of things parents can do to not only lessen the risks
for their children, but to help the authorities should the unthinkable happen.

Parents need to develop a trusting and communicative relationship with their children so they are
fully aware of what is going on in their lives, Simpson said.

"Parents need to parent," Simpson said. "They need to know where they are and who they are
associating with. Parents also need to have the addresses and phone numbers of their friends."

Children should also not only be taught to avoid strangers, but to avoid situations that appear
suspicious, Herndon said. Teaching your child how to call collect is also a good idea in the event they
find themselves in an uncomfortable situation with no way home.

Parents should have current photos of their children to aid the police in the event their child
disappears and they should also be aware of what their children wear on a daily basis, Herndon said.

While authorities enacted their Tracer and Track Systems the instant Karla was reported missing, the
delay in reporting may have resulted in lost eyewitnesses and evidence, authorities said.

The Tracer system alerts those people who are generally out and about in the community via pager
about missing children. Bus drivers, cabbies and utility company workers are among those alerted,
Simpson said.

The Track system immediately sends color computer images of missing children to law enforcement
agencies and casinos throughout the state, Simpson said.

Simpson said his office is now going back and looking at everything they have done to make sure
they haven't missed any clues. They are hoping a $25,000 reward will provide them with the crucial
information they need.

"We're also doing another massive push Saturday," Simpson said. "We're going to re-cover all of the
areas around the house (she was last seen at)."

As for the Raineys, they are going to keep praying for the Rodriguez family as they continue their
search for Mike's killer.

Every day the Raineys hit the streets, talking to friends and acquaintances of Mike's and handing out
his picture. On the back is a plea for anyone with information about his disappearance and death to
call the authorities.

"Michael can either comfort or accuse in that picture," Ken Rainey said.

Man sought in six attempted abductions
By Keith Paul

LAS VEGAS SUN

Metro Police are looking for a man who is apparently trying to prey on young girls in the southwest
Las Vegas Valley.

There have been six apparently related attempted abductions in the past month, including three on
Wednesday.

After three failed abductions on Wednesday within two hours of each other, Metro Police reviewed
some cases from the past month and found two other attempted abductions and one kidnapping that
appear connected to the recent cases. In one of those older cases the girl was sexually assaulted.

On Thursday an attempted kidnapping occurred in the area of Rainbow Boulevard and Spring Valley
Parkway. A 9-year-old girl told police a man tried to nab her, but she was able to run away. The
suspect in that case may be the same as in the other six, police said.

Starting Wednesday at 4:30 p.m. a man showed a 13-year-old girl a gun and told her to come with
him. The girl refused and ran away unharmed, police said. Then in the next two hours in the same
area, two other 13-year-old girls at separate times were approached by a man. Each time the girl
was able to run away from the man, police said.

In all the cases, the girls were walking alone. In six of the cases, the man approached the girls in the
afternoon to early evening hours. All of the attempts were in the southwest part of town.

The suspect was described as a Hispanic or Asian man, about 5 feet 6 inches tall with a medium build
and black hair with a bowl-cut style. Police are in the process of creating a sketch of the suspect.

Anyone with information in this case is asked to call Metro Police at 795-3111 and ask for Sgt. Chris
Carroll of the Sexual Assault Detail or call Secret Witness at 385-5555.

These attempted abductions come about two months after the disappearance of 7-year-old Karla
Rodriguez. There has been no sign of Rodriquez since she was last seen playing with friends on Oct.
20 in the 700 block of Bonita Avenue near Sixth Street and St. Louis Avenue.

Monday night police thought they had a break in Karla's case. Officers spent about two hours
searching rooms at the Glass Pool Inn on the south end of the Strip.

Police said they received a phone call from a reliable source saying someone staying at the motel had
information about Karla. Police questioned guests, checked all around the motel and even looked on
the roof, but they found no clue that could help lead them to the missing girl.

Las Vegas disappearance unsolved
By J.M. KALIL REVIEW-JOURNAL

Las Vegas police continue to investigate the disappearance of Karla Rodriguez, a 7-year-old girl who vanished from her southeast valley neighborhood nearly three years ago. The Metropolitan Police Department's missing persons unit recently has circulated a computer-enhanced photograph of Karla to show what she would look like now. The girl's photo also has been publicized in home mailers and on bottled water.

"We still get sightings every once in awhile," said Detective Roberto Juarez, who is assigned to the case. "We follow up on them, but they never pan out." Juarez said the most recent tip was about seven months ago, when a girl sighted in a small New Mexico town was thought to be Karla. "We checked it out and there was a real striking resemblance," Juarez said. But the girl was not Karla. Karla was last seen on Oct. 20, 1999, walking to Park Elementary School, 931 Franklin Ave., near Maryland Parkway and Sahara Avenue.

Last year, the Virginia-based National Center for Missing and Exploited Children audited Las Vegas police's investigation and found every avenue of inquiry has been explored. Though the center has said that cases involving minority children garner less media coverage than those involving white children, Karla's disappearance dominated local news for months. "Locally, this was huge in the media," Juarez said.
