If any BORG was in charge, we would have the same noninvestigation that has been the curse of this case to date. Why can't they give the case to someone with a really good track record for solving murders. Hell, just give it to Lou Smit and John Anderson for 1 year. ONE YEAR! If they can't solve it, I will walk away and accept that this unsolved mystery will NEVER be solved.
