Levin may have stated it as a fact - but it is very clear to me that while it was a fact in his mind, he had no evidence to support same.

He didn't have the boots, he didn't have any proof of purchase.

He seems to have had a couple of kids who remembered Burke had shoes with a compass on them. Doesn't clear up the mystery of the Hi-Tec prints in the basement.
