I might have heard it a few times in my life, usually someone complaining about an "incessant talker" or something like that. But I see no reason to think it would be a word worth pointing to in a murder. In fact murder is cessation, not incessation. If Al Quaeda thinks they have murdered infidels "incessantly", then they seem to be wrong. 9/11 was long ago.
