hold him down and apply the stun gun to him, to see if his reaction would have been the same. If you do it to yourself, you're going to instinctively pull backwards, and the effect might not be the same. If they don't temporarily incapacitate someone, then why do the police use them? (don't the BPD have them now?) Why do they advertise them as defensive weapons in case you're attacked if the most they do is cause a feeling of pins and needles? They can't have it both ways.
